Unions continue to maintain control in California despite the weight of state debt threatening to collapse the state economy and government. Most recently, the prison guards union has been able to get a new contract enforced through Gov. Jerry Brown. In this contract, the guards are allowed to bank unlimited vacation time unit retirement (current value: $600M) and they will not be subjected to searches despite evidence that smuggling into prison is a real problem.
